Summary of the institutions’ responses

The responses received in August and September 2026 for Constanța describe different situations, not uniform use of the electronic identity card (CEI). For the period 12 February–11 August 2026, the CF Clinical Hospital reports zero healthcare services validated using the CEI. The Hospital for Respiratory Diseases and Tuberculosis confirms that this function was not used. Its clarification of 1 September distinguishes readers for patient data from equipment configured for healthcare validation. Techirghiol Sanatorium cites the limitations of its information system and an ongoing digitalisation project, with no statistics available. Poarta Albă Prison Hospital states that it operates offline and does not use the CEI.

Constanța Health Insurance House describes healthcare integration as incomplete during the period covered by the request, but reports one reader used for administrative checks. In its response to FEW’s complaint, the institution states that it has no separate records of readings or specific local procedures. Reading domicile data at the counter therefore does not prove validation of healthcare services.

In local administration, Medgidia Mayor’s Office reports five working readers in the tax service, while Murfatlar Mayor’s Office reports purchasing six devices. The County Agency for Payments and Social Inspection mentions purchasing two readers, without separate usage statistics. This equipment provision does not allow the number of beneficiaries to be calculated. The County Pension House and the County Commissariat for Consumer Protection state that they accept the CEI for identification, although they have no readers. The Pension House also describes alternatives for verifying the address.

The response from the Galați Regional General Directorate of Public Finance mentions data exchange between ANAF and the population records service and twenty readers at regional level. This number cannot be attributed exclusively to Constanța.

Summary of FEW’s initiative

FEW asked hospitals and the insurance house for data on services actually validated using the CEI, patients, errors, readers, testing and procedures for continuity of care. It asked administrative institutions for explanations concerning verification of domicile, additional documents, delays and complaints. The aim was to check actual use, not merely to inventory equipment or repeat digitalisation announcements.

The initiative uses the right of access under Law No. 544/2001, Article 6. A valid CEI is an identity document under OUG No. 97/2005, Article 12(3) and Article 13(1). In healthcare, Law No. 95/2006, Article 338(4)–(5), as amended by Law No. 162/2020, provides for authentication on the insurance platform using the CEI for people over 18 and for the national card to cease to be valid when the CEI is issued. The institutions’ explanations concerning the technical transition do not themselves change this rule. However, non-use of the CEI for validation does not, on its own, prove refusal of care.

The National Recovery and Resilience Plan (PNRR), C7/I8, milestones 173–174, provides for issuing 2.1 million CEI cards and access to 11 online public services using the CEI.
