Limits of liability

How to use FEW’s information, documents and tools, what the limits of liability are and how to report errors.

Last updated: 13 October 2026.

Who publishes the site

The freies-europa.ro website is published by the Freies Europa Weltanschauung Foundation, referred to below as “the Foundation” or “FEW”. The Foundation is a non-profit legal entity governed by private law, with its registered office in Satu Mare. Its identification details are available on the About the Foundation page. You can write to us at office@freies-europa.ro.

The role of the site

The site provides documents, explanations and tools free of charge to help you understand the work of institutions and prepare the steps you intend to take. The content is for information. It does not constitute legal advice or legal assistance and does not replace an assessment of your situation by a lawyer.

Using the site, filling in a generator’s fields or sending a message to the Foundation does not create a mandate or representation relationship. The Foundation does not take on your case, act on your behalf or track the progress of the letters you prepare.

Documents and explanations

The archive contains copies of documents obtained by the Foundation, including under Law No. 544/2001 and in compliance with court judgments. The documents reflect the information and circumstances to which they relate. Publishing a copy on the site does not amount to a certification of that copy or change the legal or evidential value it has under the law.

Document pages, summaries, explanations in case files and topic pages are written for guidance. They do not replace reading the document and do not necessarily reproduce all its details. Before citing the material or making a decision, check the document, its context and the notes on the document page.

Transcriptions produced using optical character recognition (OCR) may contain errors in words, names, numbers or dates. Compare the relevant passage with the image of the document. The same check is needed when you use information from the catalogue in JSON or CSV format or obtained through automated processing of that catalogue.

Guides and letters

The “Rights in practice” guides and the guide to Law No. 544/2001 explain general situations and procedures. The guidance questions and available templates do not cover every circumstance, exception or special rule that may matter in your case.

You decide whether and how to use a template or generated text. Before signing or sending it, read it in full, check its statements, fill in the necessary details, remove any passages that do not apply and check the documents you attach. A generated text does not confirm that a request is admissible, well-founded or sufficient for your situation.

The Foundation does not send letters on your behalf. You initiate copying, downloading, printing or opening an email application or an external form. Opening an application or preparing the text does not mean that the institution has received or registered your request. Check whether the request has been sent and keep proof of sending it.

Time limits and guidance

The time-limit calculators provide guidance based on the data you enter and the rules described in the tool you use. The result does not confirm the time limit that applies to your situation.

Check the version of the applicable legislation relevant to your case to confirm the time limit and which body has legal authority to deal with the matter, and check the authority’s official information. Relevant factors include, where applicable, the date of notification, the point from which the time limit is calculated, the types of days counted, special rules and any grounds for suspending or interrupting the running of the time limit. Information you receive from an institution does not replace the applicable legal rule.

Using the site, generating a letter, saving a draft or sending a message to the Foundation does not replace submission to the competent recipient and does not change the time limits for the steps you are taking.

Institution details

Contact details help you identify a possible recipient. Institutions’ addresses, responsibilities and methods of accepting requests may change. A check indicated on the site relates to the position on the date shown and does not guarantee that the information has remained unchanged.

Before you send anything, check the recipient, the address and the method of submission accepted for your procedure.

Safety and emergencies

If life, personal safety, health, public order, property or the environment is in danger and immediate intervention is needed, call 112. Do not delay asking for help to work through a guide or prepare a letter.

Safety notes provide general guidance and cannot identify every danger in a specific situation. The Foundation is not an emergency service, does not monitor your situation and cannot ensure an on-site response.

Authorities and outcomes

Institutions and courts examine requests and make decisions within their respective powers. The Foundation cannot guarantee registration, acceptance or a favourable outcome for the steps you take and cannot require an authority to decide in a particular way.

Subject to the conditions laid down by law, the Foundation is not liable for harm caused by the conduct of authorities, including their decisions, delays or omissions.

External links and forms

Links to other sites and institutions’ forms are provided for guidance. External pages are managed by their owners, who may change them. A link does not mean that the Foundation endorses the statements on that page or guarantees that the page will work.

Before entering data or sending documents through an external service, check the page’s address, the recipient’s identity and the service’s rules on use and data protection. The Foundation does not assume the obligations of the operators of these services and, subject to the conditions laid down by law, is not liable for harm caused by their conduct.

Operation and security

The site and some of its features may be temporarily unavailable because of technical work, updates or incidents. We give no guarantee of uninterrupted operation, the absence of any errors or compatibility with every device and application.

If you have to act within a particular time limit, keep the information and texts you need separately and check the official methods of submission.

Drafts on your device

The data you enter in generators are processed in your browser and are not sent to the Foundation. Saving a draft on your device is optional and is enabled only if you choose this option. Sending the text by email or through an external form is a separate action that you take.

Be careful about who else can access your device, especially if you share it. You can delete your draft using the available function. Deleting it does not remove copies you have downloaded, printed or sent.

Saved data may become unavailable if you clear your browser data, change devices or if technical problems occur. The Foundation does not receive your draft and cannot recover it for you. Keep your own copy when you need it. Information about data processing is available on the Data protection page.

The English version

The English version helps you understand the site’s content. Letters prepared for Romanian institutions are in Romanian, and the English text that helps you understand them is not an official translation.

If there is a difference between versions of FEW texts, the Romanian version prevails. Before signing or sending a letter, make sure you understand the Romanian text.

Reusing materials

For copying, distribution, citation, translation, adaptation and automated use, see the Republishing documents page.

A version modified or published by a third party is not under the Foundation’s editorial control. The Foundation does not guarantee that version’s accuracy or that it is up to date and, subject to the conditions laid down by law, is not liable for harm caused by modifications or uses by third parties.

Legal limits of liability

The materials and tools are provided for information, without any guarantee that they are complete, entirely free of errors, up to date at all times or suitable for every situation.

If, in the particular circumstances, the information provided constitutes assistance given without self-interest within the meaning of Article 1354 of the Civil Code, compensation for harm caused to the beneficiary of that assistance is awarded under the conditions set out in that Article and only if it is proved that the Foundation acted with intent or gross negligence.

Errors, corrections and removal of content

If you notice an error, an incorrect contact address, a problem with anonymisation or content that affects your rights, write to office@freies-europa.ro. Give the address of the page or document page, the relevant passage, the problem you have noticed and the correction or action you are requesting. Include any explanations or sources that would help us check the issue.

For an anonymisation problem, identify the page and the area of the document, without unnecessarily resending personal data. The procedure is aligned with the section on errors and rights on the Republishing documents page.

We assess your report in light of the nature of the problem, the rights of those concerned and the applicable rules. Measures may include correcting a text, adding context, correcting anonymisation, restricting access or removing content.

Information about exercising your rights relating to personal data and the applicable time limits laid down by law is set out on the Data protection page. Reporting an issue to the Foundation does not suspend the time limits for the legal avenues available to you.

Applicable law

Your use of the site is governed by Romanian law and applicable European Union law.
