Summary of the institutions’ responses

In the responses received in August and September 2026 for Maramureș, Borșa Rehabilitation Hospital, Sighetu Marmației Municipal Hospital, Târgu Lăpuș Town Hospital and the Hospital for Respiratory Diseases and Tuberculosis in Baia Mare state that they did not validate healthcare services using the electronic identity card (CEI) in the period 12 February–11 August 2026. At Sighetu Marmației and the hospital for respiratory diseases and tuberculosis, the responses to FEW’s complaints provide specific clarifications. The latter announces integration measures begun in September, which do not change the situation during the period examined.

Following the complaint, Baia Mare Hospital for Infectious Diseases and Psychiatry reconsiders its initial non-disclosure and sends an extract from a procedure on identification and CEI reading. The document does not, on its own, prove successful healthcare validations. The ten workstations reported do not constitute an inventory of working readers. Maramureș Health Insurance House mentions applications for reading the CEI at the counter, while integration for healthcare validation was described as being in preparation.

Borșa Mayor’s Office reports seven working readers, and Săliștea de Sus reports one. The latter also mentions requiring proof of domicile for land or social assistance files sent to other institutions, not for all its own transactions. At the tax service in Târgu Lăpuș, readers had not been installed. Equipment in another department of the mayor’s office cannot automatically be attributed to the tax service.

Following FEW’s complaint, the Forestry Directorate sends a detailed response concerning the absence of readers, dedicated procedures and separate statistics. The absence of separate records does not mean that there have been no interactions with CEI holders.

The regional response from the Cluj-Napoca Regional General Directorate of Public Finance describes data exchange with the population records service and the absence of readers within the directorate. It is not an inventory exclusively of institutions in Maramureș.

Summary of FEW’s initiative

FEW examined whether CEI holders can actually obtain the service requested, not just whether the institution states that it accepts the document. It asked hospitals and the insurance house for validations, errors, procedures and technical checks. It asked mayor’s offices and tax services to explain how domicile data are read, records updated and additional documents requested. The requests to population records services concern data exchange and certificates issued. The templates ask for unrecorded indicators to be distinguished from zero values. The administrative complaints sought point-by-point responses and documents that had not been disclosed.

The basis for access is Law No. 544/2001, Article 6. OUG No. 97/2005, Article 12(3), Article 13(1) and Article 17¹(1¹) recognise a valid CEI as an identity document and give documents signed using the MAI advanced electronic signature certificate the same legal effect as documents signed by hand. Identification, reading the address and signing documents must therefore be assessed separately.

The connection with the National Recovery and Resilience Plan (PNRR), C7/I8, milestones 173–174, concerns national commitments to issue 2.1 million CEI cards and provide access to 11 online public services using the CEI.
