Summary of the institutions’ responses

The responses from August–September 2026 describe different uses of the electronic identity card (CEI). For 12 February–11 August 2026, Caraș-Severin Health Insurance House reports zero services validated using the CEI by its contracted providers and states that it did not make administrative services conditional on certificates of domicile. Oravița Town Hospital states that the CEI application has not been implemented, that it has no working compatible readers and that the requested statistics do not exist. The Insurance House announced activation of the validation function on 1 September, without confirming subsequent operation.

The County Library reports 13 people registered using the CEI and paper certificates of domicile, while having no readers. Moldova Nouă Mayor’s Office reports the purchase of ten readers, but also requests separate proof of domicile when technical reading problems arise. The responses describe the institutions’ practices, not a general obligation on holders to present certificates.

The prefecture reports 4,020 vehicle registration transactions and 4,008 driving licence transactions for people identified using the CEI. The figures do not represent chip readings or distinct individuals. The Inspectorate for Emergency Situations states that it accepts visual identification, as domicile is not needed for the services described. Acceptance of the document and reading the electronic data are therefore different matters.

The County Employment Agency does not keep separate statistics on CEI use, certificates or postponed transactions. The Office for Cadastre and Land Registration reports working equipment, without separate usage indicators. Băile Herculane, the local tax administration in Oravița and the Forestry Directorate report having no readers. The Veterinary Directorate reports zero identifications using the CEI and no readers. The absence of statistics does not mean zero transactions, and the absence of equipment does not prove refusal to accept the CEI.

The regional response from the Timișoara Regional General Directorate of Public Finance describes data exchange with the population records service and four readers in the region, including one in Caraș-Severin.

Summary of FEW’s initiative

FEW requested public information on actual CEI use, not just on the purchase of readers. The requests cover procedures, successful checks, additional certificates, delays, electronic documents, complaints and inspections, for periods of approximately six months ending in August 2026. For healthcare, the questions distinguish patient identification from service validation. The prefecture was also asked for documents on coordination and review of the lawfulness of local practices. The aim is to identify the difficulties experienced by holders and the solutions used by institutions.

The right to request information derives from Law No. 544/2001, Article 6(1). A valid CEI remains an identity document, and domicile data are recorded electronically, under OUG No. 97/2005, Article 12(3), Article 13(1) and Article 17(5³)(f). Direct retrieval of data from the authority holding them, at the beneficiary’s request or with their express consent, is provided for by OUG No. 41/2016, Article 4(1). The initiative relates to the PNRR annex revised in 2026, Component 7, Investment 8, milestones 173–174 on issuing 2.1 million CEI cards and access to 11 online public services. The national commitments do not, in themselves, oblige every institution to offer all CEI functions.
