Allows the ANAF president’s appeal on points of law, quashes Civil Judgment No. 753/2018/CA and dismisses as unfounded FEW’s action seeking a fine, finding that disclosure of the protocol had been proved.

Imposes a fine at first instance on the president of ANAF for failure to comply with the judgment ordering disclosure of the protocol. The judgment was quashed by Decision No. 435/CA/2019-R.

ANAF – Romanian Banking Association protocol on electronic attachment of bank accounts
The protocol establishing the electronic system through which ANAF sends banks account attachment notices and receives their responses, with the list of signatory banks and the operating procedure. The Foundation obtained it after the court ordered ANAF to disclose it.
