Dogs that attack or endanger people on a path

Prepare a report about the situation you observed.

We help you choose the institution and prepare the text. We do not send anything on your behalf.

Check your safety and choose the appropriate procedure

Is the attack continuing, or is there an immediate danger?

  • Yes
  • No

Has there been a bite, a scratch or other contact that may require medical assessment?

  • Yes
  • No
  • I cannot assess this

What do you want to achieve?

  • Preventing the situation from recurring
  • Reporting an injury or a possible criminal offence
  • Only information about the measures taken

Do you know the animals’ keeper (deținător)?

  • Yes
  • They appear to be strays, but I cannot confirm this
  • No
  • I cannot tell
  • Move to a safe place and seek emergency assistance. Do not try to photograph or capture the animal during the attack.
  • Seek medical assessment without delay. Do not wait for a response to the petition. The doctor assesses the risk of rabies and determines the necessary measures. After receiving care, you can follow the criminal procedure separately and send a petition requesting preventive measures.
  • Prepare a separate criminal complaint and check the requirements for filing and signing it. Do not assume that an ordinary email is sufficient.
  • Separate the request for existing information from the report requesting intervention.
  • Describe the facts and what you know about the keeper. Do not automatically assign the dog to a breed or a legal category.
  • Ask the responsible local service to check the situation, after checking its contact details.
  • State that you do not know the animals’ status and ask the competent authority to clarify the situation.

112 emergency service

Emergency telephone number. Do not use it as a registry for a petition submitted under Government Ordinance No. 27/2002.

112

The single emergency telephone number available in Romania. It is not intended for submitting an administrative petition.

Tell the operator the location, landmarks and nature of the emergency, and answer their questions. Do not fill in the petition form first.

At all times, 24 hours a day, 7 days a week.

Who is responsible for what

Here you can find contact details for local or county institutions and, where applicable, for a national institution marked ‘National alternative’. Use the explanations in the guide to choose the right recipient for your problem. You send the report; the Foundation does not send anything on your behalf.

You can ask the mayor’s office to tell you which service is responsible for stray dogs in the area you have reported, under Article 1(1), (1¹) and (4) of Government Emergency Ordinance No. 155/2001. If you are in immediate danger, seek emergency assistance without waiting for a response to the report.

  • Mayor’s office

If you saw dogs in a public space and they were not being controlled or supervised, or you cannot assess whether they were, ask the service responsible for stray dogs to check the situation, under Article 1¹ and Article 4(3)–(4) of Government Emergency Ordinance No. 155/2001. Dogs that have an owner may also fall within the category of stray dogs (câini fără stăpân), under the conditions laid down by law.

  • Service responsible for dogs

You can report the matter to the Romanian Police so that they can investigate the circumstances of the attack and determine the necessary measures, under Article 2, Article 11 and Article 12 of Government Emergency Ordinance No. 55/2002. If a dog has attacked a person, there may be criminal liability even if the person was not injured, under the conditions laid down by law.

  • Romanian Police

You can report the matter to the Romanian Police so that they can check whether measures can be taken to prevent aggressive behaviour by the dogs, under Article 2 and Article 11 of Government Emergency Ordinance No. 55/2002. Describe exactly what the dogs did and in what circumstances; their classification in the legal category of ‘câini agresivi’ (aggressive dogs) depends on the conditions laid down by the law being met.

  • Romanian Police

You can report shortcomings in the work of the service responsible for stray dogs to the National Sanitary Veterinary and Food Safety Authority (ANSVSA); it checks that the law is being applied through the veterinary and food safety directorate (DSVSA) in the county or in București, under Article 1(1), (1¹) and (4) of Government Emergency Ordinance No. 155/2001. If you need urgent medical help, seek it without waiting for a response to the report.

  • National Sanitary Veterinary and Food Safety Authority

You can report the matter to the county council if a county service for stray dogs operates in the area, under Article 1(1), (1¹) and (4) of Government Emergency Ordinance No. 155/2001. Check whether the location you have reported is within the area served by that service.

  • County council

Mayor’s office

Check the competent institution’s contact details on its official page.

Identify the mayor’s office responsible for the location and subject of the report and use its registry address or official petition form. In București, check whether responsibility lies with the municipality or sector authorities. If you do not know the responsible institution or administrator, ask for the recipient to be identified and, where applicable, for the petition to be forwarded to the competent authority.

Prepare the text without the recipient’s email address

Service responsible for dogs

Check the competent institution’s contact details on its official page.

Identify the stray dog management service responsible for the area. You can ask the mayor’s office or county council for its contact details. For dogs to be captured, contact this service, not the National Sanitary Veterinary and Food Safety Authority (ANSVSA).

Prepare the text without the recipient’s email address

Romanian Police

Check the competent institution’s contact details on its official page.

Identify the Romanian Police unit responsible for the location and nature of the events, and use its verified official contact details. For an administrative petition, use the registry address or petition form; for a criminal complaint, follow the formal requirements and method of submission indicated in the guide. In an emergency, call 112.

National Sanitary Veterinary and Food Safety Authority

Check the competent institution’s contact details on its official page.

National alternative

National Sanitary Veterinary and Food Safety Authority

You can use the national contact details for veterinary health matters and for checks on the application of Government Emergency Ordinance No. 155/2001 approving the stray dog management programme. The authority carries out these checks through the veterinary and food safety directorates (DSVSA) in the counties and the municipality of București.

County council

Check the competent institution’s contact details on its official page.

Identify the county where the reported location is situated and use the county council’s registry address or official petition form. Check the responsibility indicated in the guide; if you do not know the responsible institution or administrator, ask for the recipient to be identified and, where applicable, for the petition to be forwarded to the competent authority.

Prepare the text without the recipient’s email address

Choose how to proceed: rapid response, a registered petition or both.

Rapid response

  • If an attack is taking place or there is an immediate danger, move away and seek emergency assistance.
  • In the event of injury or possible exposure, seek medical assessment without waiting for a response to the petition.
  • To prevent attacks, use the verified contact details of the responsible service.

Registered petition

  • Use the ‘Dogs on a path – preventive measures’ template to request preventive measures.
  • Use the criminal complaint template separately to report an injury, after checking the required form of submission.
  • Do not assume that an ordinary email is always sufficient to file a criminal complaint.

If necessary, report the situation using the verified contact details for intervention. Send the written report separately to document the problem and request a response. State in the report that you have already reported the situation.

Prepare the report

Prepare the text. Provide only the necessary details. Check and edit the resulting text.

First answer the safety questions and identify the responsibilities.

To: [Recipient]

I, the undersigned, [Injured person’s given name] [Injured person’s surname], personal numeric code (CNP): [Personal numeric code], domiciled at [Injured person’s domicile], submit this complaint in my capacity as the injured person (persoană vătămată).

On [Date and time of observation or approximate period], at [Exact location and landmarks], the following occurred:
[Facts observed]

Consequences of the attack:
[Consequences of the attack]

Known details about the keeper or the persons involved:
I do not know the keeper and request that the person responsible be identified.

I request that the facts be investigated, that the persons responsible be identified and that they be held criminally liable if the conditions laid down by law are met. To the extent that the legal classification of the facts requires a prior complaint (plângere prealabilă), I expressly state my intention to make that complaint as well and to request that the persons responsible be held criminally liable.

I submit this complaint under Article 289 and, where applicable, Articles 295–296 of the Code of Criminal Procedure. I request that the facts be examined, including by reference to Article 12 of Government Emergency Ordinance No. 55/2002, if its conditions are met; the legal classification is a matter for the judicial authority.

Evidence and annexes:
I am not enclosing any other evidence; I describe the facts observed.

I am not enclosing any medical documents at this time.

Please send communications to me at the address [Email or postal address for the response].

If you submit the complaint on paper, sign the document. For a criminal complaint in electronic form, comply with the requirements of Article 289(5) of the Code of Criminal Procedure; simply typing your name is not sufficient.

Evidence and photographs

  • The location, date and specific behaviour.
  • The approximate number of animals.
  • Known information about the keeper, without assumptions.
  • Witnesses who agree to be contacted.
  • Medical documents relevant to the injury.

Keep the originals in a safe place. Send only relevant images with your report. For publication, create copies with unnecessary data and identifying features removed.

A copy from which you have removed the photograph’s technical data, such as the date and location recorded by the device, does not replace the original. Nor do these data, taken alone, provide conclusive proof of when or where the photograph was taken.

Include faces, vehicle registration numbers and witnesses’ identities only when they are relevant to the recipient and the purpose of sending the material. Publication on a website serves a different purpose from private submission to an authority.

Mistakes to avoid

  • Taking photographs during the attack.
  • Automatically classifying an unaccompanied dog within the legal category of stray dogs.
  • Waiting for the administrative response before seeking medical care.
  • Automatically applying a time limit under criminal law to every situation.
  • Requesting a measure against the animals without checking the legal conditions.

Keep proof and track the time limit

Keep the text actually sent, the evidence actually attached, confirmation of dispatch, confirmation of receipt or registration and any notification of forwarding or extension.

Sending the email, receiving the registration number and receiving the response are three separate events.

Indicative response dates

Indicative dates. Check the registration date with the competent authority and the advance notification of any extension. The calculator does not determine time limits for court or criminal proceedings.

When calculating a time limit in days, do not count the day it starts or the day on which it expires. If the final day is a non-working day, the time limit is extended to the next working day. The calendar covers 2024–2035 and includes Orthodox holidays with variable dates; check any additional days off observed by the institution separately.

Response: 30 days from registration
Possible extension: 45 days in total from the same registration – does not apply automatically
Forwarding: 5 days – a separate time limit

Next steps

  • Keep the medical documents and relevant evidence.
  • Check the registration of the petition and the filing of the criminal complaint separately.
  • Seek legal assistance with the legal classification of the facts, special time limits or damages.
  • Use the ‘I have not received a response to my petition’ guide only for the administrative petition.
