Prepare a report about the situation you observed.
We help you choose the institution and prepare the text. We do not send anything on your behalf.
Check your safety and choose the appropriate procedure
Is there an immediate danger to people or the environment now?
- Yes
- No
- I cannot assess this
Has anyone been injured or directly threatened?
- Yes
- No
What do you want to achieve?
- Checking and remedying the situation
- Existing documents or information
- Challenging a penalty or an act you have received
- Reporting a possible criminal offence
Is the incident happening now?
- Yes
- No
- First, get to safety and request the necessary intervention. If there is an immediate danger, call 112. Do not fill in the form instead of requesting intervention.
- Move away from the source of risk. Do not touch suspicious waste or containers. Use the verified contact details for intervention; not every violation justifies a call to 112.
- Request medical care or intervention, depending on the situation. The criminal procedure is separate from a petition for preventive measures. You can return to this petition once you are safe.
- Open the FEW guide to accessing public information. Keep the request for documents separate from the request for intervention.
- Do not automatically use a petition as a substitute for challenging an act or a penalty. Check the special procedure and the applicable time limit.
- Follow the criminal procedure and check the formal requirements for submission. The time limit calculator for petitions made under Government Ordinance No. 27/2002 does not apply to the criminal procedure.
- Report the situation using the verified contact details for intervention and, where useful, prepare the written report separately.
- Continue by identifying the authority and preparing the text.

Official source (opens in a new tab)Read the essential conditions
A petition is a request, complaint, report or proposal submitted in writing or by email – Article 2 of Government Ordinance No. 27/2002.
You may submit petitions on your own behalf; lawfully constituted organisations may submit petitions on behalf of the groups they represent – Article 1 of Government Ordinance No. 27/2002.
Provide the petitioner’s identification details and the address for the response. Anonymous petitions and petitions without identification details are closed without further action, subject to the specific exception for those concerning harassment on grounds of sex or psychological harassment (hărțuire morală) – Article 7 of Government Ordinance No. 27/2002.
An authority that is not responsible for handling the petition must forward it to the competent authority within 5 days of registration and notify you – Article 6¹ of Government Ordinance No. 27/2002.
The response must be communicated within 30 days of registration of the petition. After forwarding, the period runs from registration with the competent authority – Article 8 of Government Ordinance No. 27/2002.
For more detailed enquiries, the head of the public authority or institution may extend the period by no more than 15 days or, in the energy and natural gas sector, by no more than 30 days, provided that you are notified in advance – Article 9 of Government Ordinance No. 27/2002.
Petitions from the same person about the same issue are dealt with together; a new petition with the same content received after the response has been sent is closed without further action as provided by law – Article 10 of Government Ordinance No. 27/2002.
The response must state the legal basis for the outcome – Article 13 of Government Ordinance No. 27/2002.

- No
- Yes
- I cannot confirm
What response did you receive?
- I have not received a response
- I have received an incomplete response
- I have received an unfavourable response
- I have received a complete response
- Use the procedures and time limits in the guide to Law No. 544/2001. Do not assume that a follow-up submitted under Government Ordinance No. 27/2002 restarts the time limit.
- Follow the criminal procedure; the time limit calculator for petitions submitted under Government Ordinance No. 27/2002 does not apply.
- Check the special procedure for challenging the act or penalty and the applicable time limit.
- Request the registration date and number, attaching proof of sending. If you estimate the deadline before the date has been confirmed, present it as an assumption, not as proof of a delay.
- Request the registration date and number at the competent authority; keep the correspondence history with the first recipient.
- Check whether the time limit has expired, taking account of the registration date, the extension notification and the applicable calendar. You can send a follow-up or submit a report to the head of the authority. Consider reporting the matter to the People’s Advocate (Avocatul Poporului) and bringing an action in administrative litigation separately. For failure to respond within the statutory time limit in the situation provided for in Article 2(2) of Law No. 554/2004, a prior administrative complaint (plângere prealabilă) is not mandatory.
- Compare each request with the response received. Ask for the omitted matters to be examined and for the legal basis for the outcome to be stated.
- An unfavourable response is not automatically unlawful. Examine the reasons, the right or legitimate interest, and any special procedure for challenging the response.
- Save the response and follow up on the implementation of the measures announced; the response does not, in itself, prove that the situation has been remedied.

Check the competent institution’s contact details on its official page.
Use the name of the entity stated in the instrument governing administration or on the official page for the road section, and its official contact details. If you cannot confirm the recipient, ask the mayor’s office, county council or National Company for Road Infrastructure Administration (CNAIR), depending on the road category, to identify the administrator. Identify the administrator of the road section and of the road feature that your report concerns, such as the pavement, cycle track or pedestrian crossing, using official sources from the mayor’s office, county council or the National Company for Road Infrastructure Administration (CNAIR), according to the road’s category and location. If you do not know who the administrator is, ask the institution indicated in the guide to identify it and forward the petition to the competent authority. Use the verified name and contact details. If the authority you are contacting also administers the road, you do not need to send a separate petition to the same authority about the same problem. At junctions, check the responsibilities for each road and item of equipment.

- Check the progress of your petition using the institution’s official contact details. A telephone call is not a new petition.

- You can submit a report to the head of the authority, in accordance with their remit.
- Check whether the conditions for reporting the matter to the People’s Advocate (Avocatul Poporului) are met.
- For an action in administrative litigation, check whether there is a right or legitimate interest, what the claim concerns and which time limit applies. Also check whether a prior procedure is required.
If necessary, report the situation using the verified contact details for intervention. Send the written report separately to document the problem and request a response. State in the report that you have already reported the situation.

Evidence and photographs
- The original petition.
- Proof of sending and registration of the petition.
- Proof of forwarding.
- Notification of an extension to the time limit.
- The response received, if any.
Keep the originals in a safe place. Send only relevant images with your report. For publication, create copies with unnecessary data and identifying features removed.
A copy from which you have removed the photograph’s technical data, such as the date and location recorded by the device, does not replace the original. Nor do these data, taken alone, provide conclusive proof of when or where the photograph was taken.
Include faces, vehicle registration numbers and witnesses’ identities only when they are relevant to the recipient and the purpose of sending the material. Publication on a website serves a different purpose from private submission to an authority.
Mistakes to avoid
- Calculating the time limit from the date the text was generated.
- Automatically adding 5 days for forwarding.
- Assuming that a follow-up restarts the time limit.
- Presenting a prior administrative complaint (plângere prealabilă) as mandatory in every case of failure to respond.
- Assuming that any citizen can ask a court to order any measure in the public interest.
Keep proof and track the time limit
Keep the text actually sent, the evidence actually attached, confirmation of dispatch, confirmation of receipt or registration and any notification of forwarding or extension.
Sending the email, receiving the registration number and receiving the response are three separate events.
Indicative response dates
Indicative dates. Check the registration date with the competent authority and the advance notification of any extension. The calculator does not determine time limits for court or criminal proceedings.
When calculating a time limit in days, do not count the day it starts or the day on which it expires. If the final day is a non-working day, the time limit is extended to the next working day. The calendar covers 2024–2035 and includes Orthodox holidays with variable dates; check any additional days off observed by the institution separately.
- Response: 30 days from registration
- Possible extension: 45 days in total from the same registration – does not apply automatically
- Forwarding: 5 days – a separate time limit
Next steps
- Keep a separate chronological record of events for each authority.
- Do not let follow-ups take the place of checking special time limits.
- Seek an individual legal assessment before bringing court proceedings where admissibility, standing or damages are at issue.
