I’m travelling in Europe and need a European Health Insurance Card
Find out how to request a European Health Insurance Card, a provisional certificate and a review of a delay or refusal.
We help you choose the institution and prepare the text. We do not send anything on your behalf.
Check your safety and choose the appropriate procedure
Do you need emergency medical help now?
- Yes
- No
- I cannot assess this
What do you want to resolve?
- I’m preparing to travel and need a card or certificate
- I’m already abroad and want to know which document I can use
- I have a problem with my request or the response from the health insurance house (CAS)
- I want documents or general public information unrelated to my personal case file
What is the purpose of your trip?
- A holiday, visit, business trip or studies, involving a temporary stay
- I’m travelling specifically to receive medical treatment
- I’m moving my residence or my stay may exceed 6 months
- I cannot yet establish my situation
What is your health insurance situation?
- I have health insurance under Romania’s public system
- I do not have health insurance under the public system
- I have health insurance under another country’s public system
- I do not know, or the check result does not match my documents
How long is it until you leave?
- Less than 7 working days
- At least 7 working days
- I do not yet know my departure date
Do you need healthcare that has become necessary during your stay?
- Yes
- No
- I cannot assess this
Can you present and use a valid European Health Insurance Card?
- Yes
- No
- I do not know whether the document can be used
What problem do you want to resolve?
- I have not received the document or information about my request
- The health insurance house (CAS) has told me that exceptional circumstances prevent it from making the card available to me
- I want the reasons for the refusal and a check of the documents or records
- I want to request revocation of the act I received or bring court proceedings
- My insured status is unclear
- Seek medical help immediately. In the European Union, you can call 112; in other countries, use the local emergency number. Do not wait for the card, certificate or a response from the health insurance house (CAS).
- If you suspect a medical emergency, seek medical help immediately. If there is immediate danger, call the emergency service. The document request form cannot establish how serious the situation is, and completing it must not delay care.
- Open the guide to requests under Law No. 544/2001. For information about the progress of your request, details of your own insurance or the issue of the document, submit a request about your own situation.
- The card cannot be used for treatment that is the purpose of your trip. Ask the health insurance house (CAS) about the separate procedure before you leave. Care needed for a chronic disease during a trip for another purpose must be assessed separately; simply arranging that care does not determine the purpose of the trip.
- Ask the health insurance house (CAS) to confirm the competent state and the appropriate document for your situation. For relocation, work or a longer period of study, the length of your stay and your nationality are not the only relevant factors. You can proceed with a request for clarification.
- The card and certificate require insured status (calitatea de asigurat). Check your situation and ask the health insurance house (CAS) to examine your documents if the data in its records are incorrect or unclear. If you are unsure of your situation, ask for clarification before declaring that you are insured. If you need medical help, seek it without waiting for administrative clarification.
- Request the document from the competent institution in the country where you have health insurance. If you cannot establish which state is competent, ask for your situation to be clarified before submitting a request for a European Health Insurance Card issued by Romania.
- Ask the health insurance house (CAS) to examine your situation for the issue of a provisional certificate, giving your departure date and explaining the reason for the urgency. For the urgent situation specified in the rules, the certificate must be issued within 24 hours of registration of the request with the competent house.
- You can proceed with a request for a European Health Insurance Card through the official portal or under the procedure of the health insurance house (CAS). Keep the registration confirmation and check separately the date from which the 7 working days for issuing the card start to run.
- Clarify the period of your trip and follow the standard procedure for the card. For urgent issue, describe a specific situation that meets the conditions in the rules; simply wanting to obtain the document sooner does not justify selecting this option.
- The card can be used for medically necessary healthcare during a temporary stay, under the conditions of the public system in that country. If you do not know what care is necessary, seek a medical assessment. If you are subsequently unable to use the card, contact the issuing health insurance house (CAS) and check whether you can obtain a provisional certificate.
- If you need care that has become necessary during your stay and cannot present or use the card, send your health insurance house (CAS) a request for a certificate by email, fax or post. Describe why you cannot present or use the card and give the address to which the certificate should be sent. For the situation specified in the rules, the time limit for issue is 24 hours from registration of the request with the competent house.
- Ask for information about the progress of your request and for its registration to be checked. If your departure is urgent or you need care abroad, request a provisional certificate separately; the response time limit for an administrative petition does not replace the special time limit for issuing the document.
- You can request a provisional certificate where exceptional circumstances prevent the card from being made available to you. The time limit for issue is no more than 3 working days. If there is also a situation justifying issue within 24 hours, describe it explicitly.
- You can ask for reasons for the refusal and for the evidence of your insured status to be checked. At the same time, check the nature of the document you received and any time limit for challenging it. Do not rely on the petition for clarification to comply with that time limit.
- First check whether the situation concerns an individual administrative act (act administrativ individual), an unjustified refusal or a failure to respond within the statutory time limit. The prior administrative complaint (plângere prealabilă) template is intended only for the situation covered by Article 7(1) of Law No. 554/2004. For court proceedings, consult the separate guidance and time limits in the guide.

Who is responsible for what
Here you can find contact details for local or county institutions and, where applicable, for a national institution marked ‘National alternative’. Use the explanations in the guide to choose the right recipient for your problem. You send the report; the Foundation does not send anything on your behalf.
The card is issued by the health insurance house (CAS) with which you are registered as an insured person, under Article 328(1) of Law No. 95/2006. Use the official portal or the standard request form and that house’s contact details.
- Health insurance house (CAS) with which you are registered as an insured person
Send your request for a certificate to the health insurance house (CAS) with which you are registered as an insured person. For the situations in point 3.1(a) and (c) of Annex No. 2 to Order No. 559/2006, the time limit for issue is 24 hours from registration of the request with that house.
- Health insurance house (CAS) with which you are registered as an insured person
The health insurance house (CAS) that cannot make the card available to you because of exceptional circumstances issues the provisional certificate. For this situation, point 3.2.2 of Annex No. 2 to Order No. 559/2006 provides for a time limit for issue of no more than 3 working days from registration of the request with the competent house.
- Health insurance house (CAS) with which you are registered as an insured person
Ask the health insurance house (CAS) to check the documents and records, inform you of the progress of your request and explain the reasons for a refusal. The response time limit for an administrative petition is separate from the time limit for issuing the document and the time limits for challenges.
- Health insurance house (CAS) with which you are registered as an insured person
You can ask the National Health Insurance House (CNAS) to examine the administrative problem within its remit. Identify the institution involved and the steps you have taken. To obtain a card or certificate, the request for issue must reach the health insurance house (CAS) with which you are registered as an insured person.
- National Health Insurance House (CNAS)
If you seek revocation of an individual administrative act to which Article 7(1) of Law No. 554/2004 applies, address the prior administrative complaint to the health insurance house (CAS) that issued it. For an unjustified refusal or a failure to respond within the statutory time limit, check the exception in Article 7(5).

Rapid response
- If you need emergency medical help, seek it immediately. In the European Union, you can call 112. In other countries, use the local emergency number. Do not wait for the card or certificate to be issued, and do not complete the form before seeking help.
- If you are already abroad and need care, tell the healthcare provider that you have health insurance in Romania and are requesting a provisional certificate. Ask your health insurance house (CAS) to send the document to the email address or fax number specified. If you choose to have it sent directly to an institution or provider, check the recipient’s contact details.
- For an urgent departure, contact the health insurance house (CAS) and send a written request for a certificate, giving the departure date and explaining the urgency. A telephone call does not prove that the request has been registered.
- You can find the health insurance houses (CAS), including the house with special status, at https://cnas.ro/case-judetene/. Choose the house with which you are registered as an insured person; the county of your domicile is not always enough to identify it.
- The portal https://www.cardeuropean.ro/formular only allows requests to be sent from within Romania. For a certificate needed during a stay abroad, send your request directly to the health insurance house (CAS).
The written document
- Check whether you are insured under Romania’s public health system. You can check at https://cnas.ro/verificare-asigurati/. If the result does not match your documents, ask the health insurance house (CAS) to check its records. Romanian nationality does not replace insured status.
- The European Health Insurance Card is issued individually. Each child needs their own document. For a request for a child or a person who is represented, give the holder’s and representative’s identification details separately and follow the requirements published by the competent health insurance house (CAS).
- To submit an online request, open https://www.cardeuropean.ro/formular and sign in or create an account. The registration page asks for your email address, password and password confirmation, surname, given name, personal numeric code and telephone number. Select the health insurance house (CAS) with which you are registered and follow the form’s requirements.
- If you selected the wrong health insurance house (CAS) in the portal, the published instructions provide for the request to be forwarded automatically and for you to be notified by email, without completing a new request. Keep the message you receive and ask for confirmation of the date from which the time limit for issue starts to run.
- To submit a request to the health insurance house (CAS), use the standard request form in Annex No. 1 to Order No. 559/2006 or the form published by the competent house. The template includes the declaration on your own responsibility (declarație pe propria răspundere) concerning the purpose of the trip and the obligation to bear the costs if the document is used after the holder no longer meets the conditions on which it was issued.
- The standard issue of the card is free of charge. A card may be replaced during its period of validity for a fee, and the new card cannot have an expiry date later than that of the original card. Ask the health insurance house (CAS) about the amount payable and the applicable procedure before paying.
- Ask for the registration number and date of your request, and confirmation of the date on which it was registered in the single national information system for the European Health Insurance Card. The time limit of 7 working days for issue runs from this latter date. The time limit for issue does not confirm the postal delivery date.
- The provisional certificate must be issued within 24 hours for the situations specified in the rules concerning necessary care abroad without a usable card and urgent departure. For exceptional circumstances that prevent the card from being made available to you, the time limit is no more than 3 working days. Both time limits run from registration of the request with the health insurance house (CAS) with which you are registered as an insured person.
- The card and provisional certificate provide access to the same healthcare services, within the applicable limits. For a document issued by Romania, the destinations covered are the other states of the European Union, Iceland, Liechtenstein, Norway, Switzerland and the United Kingdom. The Romanian card has no effect in Romania.
- The care covered is medically necessary healthcare during a temporary stay. It may also concern a chronic disease, a condition that existed before departure, pregnancy or childbirth. If you need dialysis, oxygen therapy or other care requiring special equipment, confirm in advance with the healthcare provider whether they can provide this care. Arranging this care does not in itself mean that you are travelling specifically for treatment.
- Ask whether the provider and the healthcare service are part of the public system in which the card is accepted. The rules and charges for people insured in the country of your stay apply, including any amounts payable by the patient. The card does not guarantee care free of charge and does not cover rescue operations, repatriation or private care outside the system in which it is used.
- If you are travelling specifically for medical treatment, ask the health insurance house (CAS), before you leave, about the separate procedure that applies. If you are moving your residence or your stay for studies or another purpose exceeds 6 months, ask the house to confirm the competent state and the appropriate document. Law No. 95/2006 uses the 6-month limit in the definition of a temporary stay in Title IX; cross-border situations must also be examined under European rules.
- If you are not a national of any state of the European Union, ask for confirmation that you can use the card in your chosen country. For some destinations, there are restrictions and exceptions linked to your status and rights acquired as a family member.
- The card is normally valid for 2 years from issue. For cards issued from 1 October 2025 onwards, validity is 10 years for pensioners who have reached the age of 65, while for children it lasts until the date of their 18th birthday. Check the date shown on the document; do not assume that an older card is automatically extended.
- Check the period of validity shown on the provisional certificate. The health insurance house (CAS) determines this period under the rules; there is no period of validity of 3 or 6 months that applies to all certificates. In situations involving necessary care abroad, validity may start before the date of issue, following an assessment of the case.
- For a delay, a failure to give reasons or errors in the records, you can use the ‘Petition concerning the request for a European Health Insurance Card or provisional certificate’ template. To seek revocation of an individual administrative act, check separately whether the ‘Prior administrative complaint concerning the act issued by the health insurance house (CAS)’ template applies.

- Adapt your requests to the problem: information on the progress of your request, its registration number and date, an explanation of the reasons for refusal, a check of the evidence or correction of an error in the records.
- Documents attached
- List the request, confirmations, response and relevant evidence you are actually sending.
- Email or postal address for the response
- Use an address at which you can receive and read the response.

Evidence and photographs
- The request actually sent and the confirmations received, including messages about forwarding.
- The registration number and date at the health insurance house (CAS); for the card, confirmation of the registration date in the single national information system; for the 24-hour time limit, the time of registration as well.
- The identity and insurance documents required for your situation by the competent health insurance house (CAS). For a request submitted on behalf of a child or another person, the documents proving the capacity of the person submitting the request.
- For an urgent departure, the departure date and any available documents supporting the circumstances described. Mention only actual bookings and real reasons for urgency.
- For a request from abroad, the country, the period of stay, the circumstance preventing use of the card and the period for which care is needed. Include only the medical information needed to examine the request.
- The refusal received, the envelope or message through which it was communicated, and the documents you rely on when raising discrepancies.
- If you paid for care, keep the invoices, proof of payment, medical documents and correspondence with the provider so that the possibility of reimbursement can be checked.
Keep the originals in a safe place. Send only relevant images with your report. For publication, create copies with unnecessary data and identifying features removed.
A copy from which you have removed the photograph’s technical data, such as the date and location recorded by the device, does not replace the original. Nor do these data, taken alone, provide conclusive proof of when or where the photograph was taken.
Include faces, vehicle registration numbers and witnesses’ identities only when they are relevant to the recipient and the purpose of sending the material. Publication on a website serves a different purpose from private submission to an authority.
Mistakes to avoid
- Using the national health insurance card instead of the European Health Insurance Card, or using a European Health Insurance Card issued by Romania for care in Romania.
- Assuming that nationality, having a portal account or holding a card that has not yet expired proves continued insurance cover in every situation.
- Assuming that a parent’s document can also be used for their child.
- Treating all requests as petitions with a 30-day time limit, although the issue of the card and certificate is subject to special time limits.
- Calculating the 7 working days from creating an account or starting to complete the form.
- Treating the 24-hour time limit as one calendar day or 24 hours during which the institution is open to the public.
- Sending the request for a certificate to the headquarters of the National Health Insurance House (CNAS) instead of the issuing health insurance house (CAS).
- Assuming that care is free in every hospital, that all treatment is free, that the document can be used in any country in Europe or that it replaces travel insurance.
- Automatically classifying care needed for a chronic disease as treatment not covered by the card, without examining the purpose of the trip.
- Waiting for a response to a petition before checking the time limit for challenging the act or bringing court proceedings.
- Sending the personal numeric code, a copy of the identity document or medical documents to unconfirmed addresses or to the portal’s technical support service.
Keep proof and track the time limit
Keep the text actually sent, the evidence actually attached, confirmation of dispatch, confirmation of receipt or registration and any notification of forwarding or extension.
Sending the email, receiving the registration number and receiving the response are three separate events.
Indicative response dates
Indicative dates. Check the registration date with the competent authority and the advance notification of any extension. The calculator does not determine time limits for court or criminal proceedings.
When calculating a time limit in days, do not count the day it starts or the day on which it expires. If the final day is a non-working day, the time limit is extended to the next working day. The calendar covers 2024–2035 and includes Orthodox holidays with variable dates; check any additional days off observed by the institution separately.
- Response: 30 days from registration
- Possible extension: 45 days in total from the same registration – does not apply automatically
- Forwarding: 5 days – a separate time limit
Time limits for your submission
Check the time limit that applies to your document. A petition about a delay does not automatically extend the time limit for a challenge or replace an urgent request for a certificate.
Issue of the European Health Insurance Card
7 working days
The date on which the request was registered in the single national information system for implementing European regulations, as confirmed by the health insurance house (CAS).
Point 2.4 of Chapter II of Annex No. 1 to Order No. 559/2006 sets the duration and starting point. Articles 2.551, 2.553 and 2.554 of the Civil Code apply to the calculation, counting in working days and using the statutory calendar applicable to the institution.
Do not calculate the time limit from creating an account, completing a draft or sending a message for which registration of the request in the single national information system has not been confirmed. The time limit concerns issue of the document; do not add days for postal delivery without a legal basis. When calculating it, take account of public holidays and any non-working days applicable to the institution.
Provisional certificate – situations with a 24-hour time limit
24 hours
The date and time on which the request was registered with the health insurance house (CAS) with which the holder is registered as an insured person.
Point 3.2.1 of Chapter III of Annex No. 2 to Order No. 559/2006, for the situations in point 3.1(a) and (c). The general rule for a time limit expressed in hours is Article 2.555 of the Civil Code: the first and last hours are not counted, within the framework of the rules in Article 2.551.
To calculate the 24-hour time limit, you need the time at which the request was registered and the corresponding time zone. Do not treat the 24 hours as one calendar day or count only the hours during which the institution is open to the public. If you do not know the registration time, ask for confirmation before calculating the time at which the limit expires. Do not delay urgent care until the time limit expires.
Use this time limit as a guide and check whether it applies to your situation.
Provisional certificate – exceptional circumstances
3 working days
The date on which the request was registered with the health insurance house (CAS) with which the holder is registered as an insured person.
Point 3.2.2 of Chapter III of Annex No. 2 to Order No. 559/2006, for the situation in point 3.1(b); Articles 2.551, 2.553 and 2.554 of the Civil Code, observing the calendar of working days.
This is the maximum time limit. Do not apply it instead of the 24-hour time limit if the situation falls under point 3.1(a) or (c) of Annex No. 2 to Order No. 559/2006. For exceptional circumstances, the rules provide for the certificate to be issued to the applicant or sent by post.
Forwarding the petition to the competent institution
5 calendar days
The date on which the administrative petition was registered with an institution that is not competent to handle it.
Article 6¹ of Government Ordinance No. 27/2002 and Articles 2.553–2.554 of the Civil Code: the first and last days are not counted, and a deadline falling on a non-working day is extended as provided by law.
The time limit applies to forwarding the administrative petition to the competent institution and notifying the petitioner. Do not assume that this time limit also automatically applies to forwarding a card request through the portal.
Response to the administrative petition
30 calendar days
The date on which the petition was registered with the competent institution; after forwarding, the registration date at the institution handling it.
Article 8 of Government Ordinance No. 27/2002 and Articles 2.553–2.554 of the Civil Code.
This time limit applies only to the administrative petition. It does not replace the time limits for issuing the card or certificate and does not automatically suspend or extend a time limit for a challenge.
Response to the petition – maximum total time limit following the statutory extension
45 calendar days
The date on which the petition was registered with the competent institution, the same date used for the initial time limit.
Articles 8–9 of Government Ordinance No. 27/2002: 30 days and an extension of no more than 15 days, with prior notification to the petitioner. Articles 2.553–2.554 of the Civil Code apply to the total period; do not calculate two independent time limits starting from the notification.
Calculate the extended time limit only if you have received the notification of extension required by law. If the notified extension is less than 15 days, use the period notified; 45 days is the maximum total period for these petitions. The extension does not apply to the special time limits for issuing the card or certificate.
Submitting a prior administrative complaint against an individual administrative act
30 calendar days
The date on which the individual administrative act was served on the person to whom it is addressed.
Article 7(1) of Law No. 554/2004, supplemented under Article 28 by Articles 2.553–2.554 of the Civil Code.
Use this time limit only if Article 7(1) of Law No. 554/2004 applies to the act. For an unjustified refusal or a failure to respond within the statutory time limit, check Article 7(5) of Law No. 554/2004. A request for clarification does not justify delaying the check of this time limit.
Exceptional limit for a prior administrative complaint submitted after the 30-day time limit has expired
6 months
The date of issue of the unilateral administrative act addressed to the person making the complaint.
Article 7(1) of Law No. 554/2004 and Articles 2.552–2.554 of the Civil Code, through Article 28 of Law No. 554/2004.
Application of this limit depends on the existence of well-founded reasons. This limit does not ordinarily apply and does not automatically extend the 30-day time limit. You cannot freely choose between the two time limits. Acts addressed to another person are subject to their own calculation rules, which are not included here.
Use this time limit as a guide and check whether it applies to your situation.
Handling of the prior administrative complaint
30 calendar days
The date on which the prior administrative complaint was registered with the competent authority.
Article 7(4), read in conjunction with Article 2(1)(h), of Law No. 554/2004; Articles 2.553–2.554 of the Civil Code, through Article 28 of Law No. 554/2004.
This is the time limit for handling the prior administrative complaint. Do not automatically add the 15-day extension provided for by Government Ordinance No. 27/2002.
Bringing administrative litigation proceedings – standard time limit
6 months
The applicable event among those listed in Article 11(1) of Law No. 554/2004: communication of the response to the prior administrative complaint, communication of the unjustified refusal, or expiry of the statutory time limit for handling the request or prior administrative complaint.
Article 11(1) and (5) and Article 28 of Law No. 554/2004; Articles 2.552 and 2.554 of the Civil Code. The time limit expires on the corresponding day of the last month; if there is no such day, it expires on the last day of that month, subject to the statutory rule on non-working days.
Select the event from which the time limit starts to run and give its date. Do not automatically use the date of a later petition. If the time limit starts to run from expiry of a special time limit for issuing the document, determine that expiry date separately. For the other situations covered by Article 11(1) of Law No. 554/2004, the legal classification of each case must be checked.
Exceptional limit for proceedings concerning an individual administrative act
1 year
Before calculating, check which event starts the time limit in your situation under Article 11(2) of Law No. 554/2004, and establish its date from the act and the evidence. If you cannot identify the event or its date, seek legal assistance before using the calculator.
Article 11(2) and (5) and Article 28 of Law No. 554/2004; Articles 2.552 and 2.554 of the Civil Code.
This time limit applies only in the situations covered by Article 11(2) of Law No. 554/2004 and only where there are well-founded reasons. It is not the standard time limit, is not added to the 6 months and does not automatically apply to every refusal or failure to respond. To calculate the deadline, check the legal classification of the situation.
Use this time limit as a guide and check whether it applies to your situation.
Next steps
- Keep the documents and confirmations, and check the name, identification details and period of validity on the card or certificate.
- If the document does not arrive before you leave, notify the health insurance house (CAS) and describe the situation. Ask for a check of whether the conditions for issuing a provisional certificate are met, without waiting for a standard petition to be handled.
- If the provider abroad does not recognise the card, ask the issuing health insurance house (CAS) and the insurance institution in the country of your stay for support. If you need care and cannot use the document, request a provisional certificate.
- If you paid for care, ask the health insurance house (CAS) about the reimbursement procedure, the documents required and the applicable conditions. Do not assume that you will recover the full amount. Official European information is available at https://europa.eu/youreurope/citizens/health/unplanned-healthcare/payments-reimbursements/index_ro.htm.
- For an individual administrative act to which Article 7(1) of Law No. 554/2004 applies, the standard time limit for making a prior administrative complaint is 30 days from service. For an unjustified refusal and a failure to respond within the statutory time limit, a prior administrative complaint is not mandatory under Article 7(5). The title of the letter you receive does not in itself determine the applicable procedure.
- The time limit for bringing administrative litigation proceedings is generally 6 months, under Article 11 of Law No. 554/2004, and runs from the applicable event: communication of the response to the prior administrative complaint, communication of the unjustified refusal or expiry of the statutory time limit. A separate petition does not automatically extend this time limit.
- For court proceedings, prepare the initial request, proof of registration, the act or refusal, proof of service and the documents concerning the right relied on. Jurisdiction is determined under Article 10 of Law No. 554/2004, according to the authority involved and the subject of the request; as the general rule on territorial jurisdiction, a natural person brings proceedings before the court for their domicile. Check the specific legal classification and the requests before submitting.
- If you do not receive a response to the administrative petition, you can continue with the ‘I have not received a response to my petition’ guide. For the card request, the request for a provisional certificate and the prior administrative complaint, take account of the specific time limits presented in this guide.
- For the conditions of use in the country of your stay, see https://europa.eu/youreurope/citizens/health/unplanned-healthcare/temporary-stays/index_ro.htm.
